John Przybysz approved of the new council and then sought approvals of the leading officers (ExCom) via email.
The email is posted below, although I have removed a couple of names based on general privacy concerns:

Please accept this invitation to serve as the first Chair of the Council on Superconductivity's new Technical Committee on Quantum.
The Executive Committee of the Council has unanimously approved the formation of this committee and your appointment as Chairman.
Quantum information science and technology is a growth area for the Council. It has important implications for secure financial transactions and the future of computing.
As you recruit members for your committee, please consider inviting [name1] and [name2], two members of the Council who have expressed interest in serving.
The next meeting of the Council AdCom is scheduled for July 10, 2021. Please plan to attend this virtual meeting. You will be asked to provide a brief progress report to the Council.
